How in the world is a poster like this supposed to bring a sense of security to the average citizen? A sense of happiness? A feeling of absolute trust that your government is doing a great job at protecting your freedoms and providing security.

Astounding that they'd make their point with an eerie graphic portraying an all seeing authority right out of Orwell's novel. If nothing else this poster is strongly reminiscent of a Soviet era Stalinist propaganda image, and if I'm not mistaken—they were supposedly the bad guys. Is it possible this is tongue-in-cheek?

Not so much tongue in cheek, but playing off the British sense of irony. Recall this is London. Decimated by bombs a few generations ago. Londoners are very aware of their place and importance in history.
